【“奋进新时代”主题成就展】打造平安创建“郑州样板”

家门口就是警务室,办理相关业务真方便;社区经常有公安消防人员来进行反诈、防火宣传;小区里智慧安防、无死角的监控让不法分子望而却步;有困难随时可以求助“街面警务站”;发生邻里纠纷扫一扫二维码就有专人上门调解……谈起在郑州的生活,市民最大的感受就是“安全感就在身边”。
近年来,郑州市按照中央、省委和市委的决策部署,牢牢把握市域特点,紧盯百姓焦点、找准问题痛点、解决治理难点,大手笔谋划、小切口治理,打造了平安创建的“郑州样板”,探索出新时代下市域社会治理的“郑州之路”。
把握重点 积极构建“大平安”建设新格局
对群众而言,最大的幸福莫过于平安。让城市更安全、群众更安心是郑州平安建设的目标。
近年来,郑州市着眼“大平安”目标,建机制、搭平台、强基础、抓重点,构建起社会关注、广泛参与的“大平安”建设新格局。
“三零”平安创建是践行习近平法治思想、提升治理体系和治理能力现代化的具体举措,是推进平安河南建设的治本之策。按照省委部署要求,近年来,郑州市深入推进平安创建工作体制机制建设。通过开发平安创建信息平台,强化数治支撑,纵向建立市县乡村直至创建主体的直报系统,横向打通公安、信访、应急三专班和15个工作组的联动平台,实现信息数据全域覆盖、全网共享、全时可用、全程可控。提升了工作的前瞻性、准确性和实效性。目前,全市3236个村(社区)、108843个企(事)业单位完成数据录入。
此外,郑州市还积极推动开展“平安交通”“平安校园”“平安医院”等系列创建活动,通过行业创建、系统创建、社区创建、家庭创建的“小平安”,促进全市社会“大平安”。
直击难点 基层“小网格”托起郑州“大平安”
“哎呀,我的孩子……” 9月22日凌晨,家住经开区的丁女士称其5岁孩子走失。派出所民警立即发动“六员”“七群”,仅用半个多小时就成功找到了孩子。
“按照‘利于服务和管理、利于处置和增援’原则,我们辖区现有81个网格,在每个网格中各派驻一名警力和信息员、宣传员、矛调员、巡防员、服务代办员、安全员‘六员’,在此基础上还建设了覆盖万余人的工作业务群、沿街门店群、物流企业群、企事业单位群、娱乐场所群、居民群、平安义警群‘七群’,实现了警情信息迅速直达,情指巡处高效灵敏,纠纷化解在早在小的基层警务工作新格局。”郑州市公安局经开分局京航派出所所长于海军介绍说。
数据孤岛、单打独斗、力量不足、效能低下,是目前社会治理的普遍难点。近两年来,郑州市建立由组织部门牵头,社治委负责,大数据部门支撑,党政部门融入的“党委领导,政府主导,各部门齐抓共管,社会力量积极参与”的城乡社区(村)网格化服务管理体系。
郑州市大数据管理局联合有关部门开发建设了全市“党建引领推进网格化基层治理”信息化平台,优化设置三级网络,建立了以党建为统领、以数字化为支撑、以网格为单元的“两级平台、三级网格、五级联动”网格化基层治理体系。共建成一级网格210个、二级网格3285个、三级网格12485个,全市共有36079名网格员、6161名民调员、8678名治安巡防队员、96825名平安志愿者纳入城乡社区网格化队伍,推动实现了全市社会基层治理“一张网”“一套格”“一格管全面”网格化治理格局。
解决痛点 “一码一地”,扫扫二维码就能解纠纷
今年7月中旬,家住金水区的居民张先生遇到了一件烦心事儿:邻居倒垃圾时,经常会把垃圾掉在楼道里,夏天气味刺鼻难忍,他多次和邻居交涉,最终还发生了争执也没有解决问题,两家矛盾也日益加深。
“也是偶然看到小区楼院门口贴的‘一码解纠纷’宣传海报,抱着试一试的心态,我就扫码上传了这个事情,看能不能解决。”张先生说,没想到一个小时后家里很快就来了社区专职调解员。经过两个小时的调解,他和邻居双方就打开心结、握手言和了。“真是太便民了。”张先生满意地说。
据悉,去年以来,郑州市将线上线下联动解纠纷作为市委深改重点事项,市委政法委通过打造试点先行先试,在逐步在实践中推广,创新建立“最多跑一地、一码解纠纷”矛盾纠纷多元化解机制,打造郑州市创新发展新时代枫桥经验的城市新名片。
“一码一地”的背后是科技赋能、是联动聚力。郑州市结合数字郑州“城市大脑”建设,搭建全市统一的矛盾纠纷多元化解智能化信息平台。群众通过“郑好办”或微信扫码,即可登记提交纠纷、反映诉求、线上调解,并可实时查看纠纷处置进度,对矛盾纠纷化解各环节处置效率、处置结果满意度进行评价。
据介绍,目前已有16个区县(市)、210个街道(乡镇)、3236个社区(村)、65个市直单位和9844名调解员入驻平台联动调处纠纷,信息平台市县乡村四级共用共享,实现信息直采、数据直传、任务直达、问题直报,形成全市矛盾纠纷多元化解“一盘棋”。
截至目前,全市系统内部受理案件23613条,调解成功21484条,成功率94%。
“群众利益无小事、一枝一叶总关情”,郑州市在平安创建和社会治理工作中大处着眼,小事着手,夯实基层基础,注重细枝末节,举开山之力,下绣花之功,守省会稳定和谐、护百姓安居乐业。

In recent years, focusing on the goal of "great peace", Zhengzhou has built mechanisms and platforms, focused on key points, thus constructing a new pattern of "great peace" construction with widespread social attention and participation.
Through the development of the information platform on public security, and by strengthening number governance, establishing the direct reporting system of cities vertically, building a linkage platform including public security, petition, emergency three specialized classes and 15 working groups. The information data could be fully covered, shared across the network, and be available all the time and controllable throughout the whole process.

In the past two years, Zhengzhou has established a grid service management system for urban and rural communities (villages).Zhengzhou Big Data Administration and relevant departments have developed an information platform grassroots governance.
In the middle of July this year, Mr. Zhang, a resident living in Jinshui District, had a problem that when his neighbors emptied the garbage, they often dropped the garbage in the corridor. The smell was pungent and unbearable in summer. He negotiated with his neighbors for many times, and finally they had a dispute and did not solve the problem.
It was by chance that I saw the poster of "Solving Disputes with one code" posted at the gate of the residential building.I just want to have a try and then I scanned the code and uploaded my problem to see if it can be solved. A full-time community mediator came to his home an hour later, Mr. Zhang said. After two hours of mediation, he and his neighbors were able to bury the hatchet. "It's so convenient." Mr. Zhang said with satisfaction.
According to the report, 16 districts and counties (cities), 210 streets (towns), 3,236 communities (villages), 65 municipal units and 9,844 mediators have worked on the platform and cooperated each other to deal with problems.
So far, 23,613 cases have been accepted within the city's system, and 21,484 cases have been successfully mediated, with a success rate of 94%.
The interests of the masses are not trivial matters. In the construction of peace and social governance, Zhengzhou pays attention to the details. The city strives to protect the stability and harmony of the provincial capital, and help people live and work in peace and contentment .
