首批“五星”支部，黄河岸边的美丽乡村荥阳市南屯村

面对经济发展，他们在各行各业勇当先锋;面对百姓福祉，他们扎根基层甘于奉献;面对急难险重，他们冲锋一线攻坚克难——基层党组织是党执政大厦的地基。在郑州，坚持加强基层党建工作，始终让党旗在一线高高飘扬。

从点上突破到整体提升

近年来，郑州市以提升组织力为重点，织密基层组织体系，不断加强各领域党建工作，推动基层党组织全面进步、全面过硬。农村党建建立市县乡“三级抓村”机制，形成“一级抓一级、层层抓落实”的责任体系;城市党建实施“筑体系强堡垒争先锋”工程，强化街道社区“轴心”作用，推动街道社区党建、单位党建、行业党建互联互通，被评为全国城市基层党建最佳案例;非公党建大力实施“321工程”，培育了以圆方集团为代表的一大批先进典型，在园区、楼宇、商圈、互联网行业等新兴领域，通过微党课、微宣讲、微活动等方式，将经济社会发展中最活跃的组织和人群团结凝聚在党的周围。

村(社区)党组织战斗力如何，直接影响着各项工作落实落地。郑州市抓住村级换届契机，压实县乡党委主体责任，推动下深水选人，全市3184个村(社区)实现成功换届100%、“一肩挑”100%、有35岁以下年轻干部和女干部100%等高质量换届的目标，35岁以下村(社区)党组织书记占到了1/6，得到中组部充分肯定。

变“要我干”为“我要干”

人叫人动人不动，机制调动积极性。近年来，郑州市着重搭建平台、激发活力，推动基层干部担当作为、勇挑重担。

摘星夺旗增动力。“五星”支部创建是省委部署的重要工作，是党建引领乡村治理的总抓手。郑州市开展了以“村级摘五星、乡级创五好、县级夺红旗”为主要内容的“摘星夺旗、三级争创”活动，有效激发了全市上下争先创优的热情干劲。新密市来集镇马沟村抓住“五星”支部创建机遇，大力推进“党支部+合作社+公司+农户”的发展模式，打造村级集体经济产业园，集体经济增收300万元，美丽乡村建设迈出坚实步伐。

亮赛比拼激活力。在全市村(社区)党组织书记中开展“亮承诺赛实绩比干劲”活动，通过乡镇逐村观摩、擂台比武，县级专场比学、集中点验，市级交流展示、推优评先，评选两届“十佳百优”村(社区)党组织书记，分别给予每村(社区)20万元、10万元重奖，营造了“人争先进、事争一流”浓厚氛围。先后从“十佳百优”书记中选拔9人进入乡镇(街道)领导班子，52人被招录为乡镇(街道)公务员和事业编制人员，134人当选县级以上“两代表一委员”，树立了导向，激发了活力。建立“导师帮带制”，带动193个后进村实现转化提升。

由“跟着走”到“领着干”

基层党组织能力强不强，抓重大任务落实是试金石，也是磨刀石。近年来，郑州市基层党建工作坚持向中心聚焦、为大局聚力，切实发挥政治引领、凝心聚力、战斗堡垒、先锋带动作用。

在脱贫攻坚和乡村振兴中担当尽责。出台抓党建促脱贫攻坚促乡村振兴若干举措，推动各级力量和资源沉到农村，党建引领乡村振兴跑出“加速度”。先后选派1334支驻村工作队，建立“第一书记+工作队员+派驻单位”工作机制，4200名驻村干部严格落实“五天四夜”，与群众一起拼、加油干，在决战决胜脱贫攻坚、接续推进乡村振兴中有力发挥了“尖兵”作用。大力实施“三年强村计划”，运用飞地开发型、电商助力型、集中经营型等10种发展模式，推行党支部领办合作社，实现集体经济经营收入5万元以下“薄弱村”全部清零、10万元以上村达到94%，有效带动群众增收致富，增强了农村党组织推动发展、服务群众的底气。

在共建共治共享中强化引领。实施党建引领“三项工程、一项管理”，在重点项目一线建立党组织3300多个，在克难攻坚一线成立党员突击队、党员攻坚小组1.3万个，让水、电、气、暖等单位的责任人参与共议共商，推动城市环境“一天一个样、天天不一样”。建立“一核多元、融合共治”机制，4137个无主管楼院制定“居民公约”、建立物业收费机制，全部实现“有人管”“人人管”。推行“红色物业”，搭建社区党组织领导下的社区、物业、业主三方联动协商平台，打通了服务群众“最后一米”。

新时代赋予新使命，新征程呼唤新作为。郑州市将深入学习贯彻落实党的二十大精神，树牢大抓基层的鲜明导向，全面落实“三标”要求，扎实推进基层党建质量提升三年行动计划，切实增强基层党组织的政治功能和组织功能，把基层党组织建设成为有效实现党的领导的坚强战斗堡垒，以高质量党建引领和推进高质量发展。

In the letter, General Secretary Xi Jinping spoke highly of the contributions made by all staff led by the Party Committee of Yuanfang Group in the fight against the epidemic, which is not only the affirmation of Yuanfang Group, but also the recognition and encouragement of Zhengzhou’s grassroots Party construction.

In recent years, Zhengzhou focuses on improving the organizational strength, expanding the system of grassroots organizations, strengthening the Party building work in all fields constantly to promote overall progress in primary Party organization.

The ability of Village (community) Party organizations affects the implementation of each work directly.Community-level governance is the cornerstone of national governance.

Zhengzhou actively promotes the digital management for a matrix of urban communities at primary level. The city is divided into 217 first-level grids, 3,224 second-level grids and 22,018 third-level grids .There are 71,422 Party members and key members at the grassroots level have entered the grid at all levels. The establishment of Party organizations on the grid makes people always feel that Party organizations and party cadres are around.

In Zhengzhou, the Party secretaries of villages (communities) carried out the activity of "demonstrating commitment, comparing performance ", and carried out evaluation and exhibition activities at the township, county and municipal levels to judge the best. The "mentor system" was established, and 193 underdeveloped villages were transformed and promoted.

General Secretary Xi Jinping emphasized that Party building in government organs should take the lead and set an example.

Focusing on "I do practical things for the people" and optimizing the business environment, Zhengzhou organized 450 principals of city and county departments to carry out the "persons in charge go through the process" activity, personally experienced the process, understood the needs of enterprises and the people, and promoted the solution of more than 1,200 problems, so that the cadres change their style of work and the people can benefit.

In recent years, the grassroots Party building work in Zhengzhou has persisted in serving the overall situation. More than 3,300 Party organizations have been established on the front-line of key projects, and 13,000 Party commandos and teams have been set up on the front-line of overcoming difficulties and challenges. Persons in charge of water, electricity, gas and heating units shall participate in joint discussion and consultation to drive the urban environment to improve every day.

In the face of epidemics, Party members and cadres have strive to protect people's lives, health and safety and made enormous sacrifice for the mass.
