    On the presentation of “Gather Talents in Zhengzhou” human resources policy held on November 23, Zhengzhou Municipal Party Committee and Government issued Opinions on Accelerating the Construction of National Central City through Implementing “Gather Talents in Zhengzhou” Human Resources Project, to innovatively improve talent administration. Zhengzhou put forward 30 policies preferential than ever to attract talents regarding eight aspects including establishment of a scientific and standard classification system of talents and comprehensive implementation of the “Gather Talents in Zhengzhou” human resources project.

    11月23日，在“智汇郑州”人才政策发布会上，郑州市委、市政府正式公布了《关于实施“智汇郑州”人才工程加快推进国家中心城市建设的意见》，进一步创新郑州市人才工作机制，从建立科学规范的人才分类体系、全面实施“智汇郑州”人才工程等8个方面，出台了30条郑州市史上最高“含金量”广纳人才的普惠新政。

    According to Opinions, Zhengzhou will regard the construction of national central city as the central task, and further reform in talent development administration. The city will focus on the implementation of national strategies including Zhengzhou Airport Economy Zone, China (Henan) Pilot Free Trade Zone and Zhengzhou-Luoyang-Xinxiang Independent Innovation Demonstration Zone through enacting the “Gather Talents in Zhengzhou” human resources project. We will make efforts to remove ideological and institutional barriers that restrict the development of talents to fully arouse their aspiration of innovation and entrepreneurship. We will provide solid intellectual support for the construction of national central city by striving for a new situation where everyone aspires to be a talent, everyone works hard to be a talent, everyone has access to becoming a talent, and everyone demonstrates his/her abilities.

    意见明确，郑州市将以建设国家中心城市为统揽，以深化人才发展体制机制改革为引领，以实施“智汇郑州”人才工程为抓手，聚焦郑州航空港经济综合实验区、中国（河南）自由贸易试验区、郑洛新国家自主创新示范区等国家战略实施，着力破除制约人才发展的思想观念和体制机制障碍，充分释放和激发人才创新创业活力，努力形成人人渴望成才、人人努力成才、人人皆可成才、人人尽展其才的良好局面，为建设中心城市提供坚强有力的人才保障和智力支撑。

    We will implement the “Gather Talents in Zhengzhou” human resources project according to the plan. By 2020, we will introduce and cultivate 5 to 10 top teams in innovation and entrepreneurship, attract 100 top-notch talents from home and abroad and gather 3,000 professionals badly needed by major industries, 2,000 leaders and experts in social causes, and an additional 40,000 highly skilled workers. Moreover, we will attract 200,000 college graduates to innovate and start up in business in Zhengzhou every year.

    根据计划，通过实施“智汇郑州”人才工程，到2020年，郑州市将引进培育5~10个顶尖创新创业团队，聚集100名国内外顶尖人才、3000名重点产业急需紧缺人才、2000名社会事业领域领军和专业骨干人才，新增40000名高技能人才，每年吸引20万名高校毕业生在郑创新创业。

    As we rationalize Zhengzhou’s workforce structure, encourage talents to pioneer innovation and development, we will cultivate a stronger atmosphere where the entire society acknowledge, cherish, respect and employ talents. In this way, we can create a scientific, standard, open-minded and efficient administration system for talent development that meets the needs of national central city construction, and ensure that talents and the city work in partnership for common development.

    全市人才队伍规模结构更加合理，人才引领创新、支撑发展的局面更加生动，全社会识才爱才敬才用才的氛围更加浓厚，形成与建设国家中心城市相适应的科学规范、开放包容、运行高效的人才发展治理体系，构建人才城市发展共同体。
